Goal: Bring quantum placement into Hub 2.0 so media-buy intake can run without Hub 1.0. 3 phases: - Phase 1 (shoestring): Single quantum placement per funnel, no fallback → MILESTONE 1 - Phase 2: Multi-quantum + dynamic fallback + monitoring - Phase 3: Auto-mirror quantum campaigns from Hub 1.0 Reaches full feature once Ladder 2.5 (suppression) ships.

Shoestring version: each funnel can only place into quantum campaigns directly attached to it. No fallback — if a lead doesn't fit, it doesn't get placed. Crude, but gets it live. ✅ MILESTONE 1: Media-buy intake off Hub 1.0.
