Hub 2.0 Migration (Ladders)

Four-ladder migration from Hub 1.0 to Hub 2.0. Each ladder is independent. Each phase/rung is shippable. Milestones: (1) media-buy intake off Hub 1.0, (2) in-network clicks off Hub 1.0, (3) accounting reading from Hub 2.0. After all three milestones, Hub 1.0 can be shut down for net-new traffic.

Phase 3: Auto-mirror quantum campaigns from Hub 1.0

Reaches full feature once Ladder 2.5 (suppression) ships.

Urgent priority

Shoestring version: each funnel can only place into quantum campaigns directly attached to it. No fallback — if a lead doesn't fit, it doesn't get placed.

Crude, but gets it live.
